South Sudan says Sudan blocking its oil exports (Reuters)

JUBA (Reuters) ? South Sudan has accused the Sudanese government of blocking 3.4 million barrels of its crude oil exports, diverting over half a million barrels to its refineries and building a pipeline to keep diverting its oil.

Six months after landlocked South Sudan seceded from Sudan, the two countries have failed to agree on how much Juba should pay Khartoum in fees to transport its production of 350,000 barrels per day to port.

South Sudan's minister of petroleum and mining, Stephen Dhieu Dau, said Sudan was re-routing all of the new nation's Nile Blend crude oil entitlements for December to refineries in El Obeid and Khartoum.

"Any diversion of (South Sudan's) oil without its consent is nothing less than theft, and preventing crude oil from leaving port is unlawful and a violation of international laws and norms," Dhieu Dau said in a statement obtained by Reuters on Wednesday.

The Sudanese foreign ministry could not be reached for comment. President Omar Hassan al-Bashir said this month Khartoum would impose a fee on Juba until a deal was reached on a transit fee but gave no details.

Already tense relations between the two nations soured in November when South Sudan accused Sudan of temporarily seizing 1.6 million barrels at Port Sudan. Sudan threatened to take 23 percent of South Sudan's oil exports as payment in kind until a final deal.

Dhieu Dau said Khartoum had sold over half a million barrels of South Sudanese oil to an undisclosed Sudanese buyer and had started construction of a pipeline that would permanently deliver 13 percent of the South's Dar blend to refineries in Khartoum.

Analysts say Khartoum needs to keep supplying oil to its refineries or risk damaging its facilities because of the nature of the crude.

Dhieu Dau charged Khartoum with preventing two ships carrying 1.6 million barrels of South Sudanese oil from leaving Port Sudan, another from loading 0.6 million barrels and two others from entering port to take possession of a further 1.2 million barrels.

Companies that buy crude from Sudan while the South's oil is being stolen "will enjoy no further business with the Government of South Sudan," he said.

"South Sudan further reminds Khartoum that the 1.6 million barrels of Dar Blend, now loaded onto ships, no longer belongs to South Sudan," Dhieu Dau said.

South Sudan voted overwhelmingly for independence in a referendum a year ago, the culmination of a 2005 peace deal that ended decades of civil war in which over 2 million people died.

Dana Wilkins from Global Witness, which investigates transparency in extractive industries, said the delays and penalties incurred by the shipping companies could become very expensive if the situation is not resolved swiftly.

"Shaking investor confidence in an already uncertain context is a big move for Khartoum to be making right now," Wilkins said.

Razer Blade spotted at CES 2012, now rocking SSD and functional trackpad (video)

Back in September, we got our hands on the 17-inch gaming behemoth from Razer. There was only one snag: the trackpad wasn't fully functional yet. There were screens in place, but we weren't able to test out all of the controls. Here at CES, we were able to get a quick hands-on with a final consumer model, ready to start dominating your next Skyrim marathon. As you may recall, the trackpad is offset to the right side of the keyboard so as not to interfere with your access to the essential in-game controls. Serving up quite a few functions, the tech includes a miniature web browser, access to control settings, macro key set-up, YouTube viewer, a number pad and a regular ol' laptop touchpad. Another difference between the model pictured here and the one we spent some time with is the inclusion of a 256GB SSD instead of a 320GB HDD which pushed the launch date back to mid January. The kit will still set you back $2,799 and is slated to ship later this month.

Lady Antebellum's Hillary Scott Marries Chris Tyrrell

Lady Antebellum's leading lady, Hillary Scott, is now a married woman.

The singer announced that she married drummer Chris Tyrrell on Saturday in New York.

In a video message posted by the newlyweds on the Lady Antebellum website, they shared the good news. "We got married!" Scott said, with her new husband by her side. "We just wanted you to hear it from us first. We love you. We're so excited to be starting our life together and we just had to let you in on the exciting news."

The couple exchanged "I do's" in upstate New York in front of family and friends, People.com reports. Scott's Lady Antebellum bandmates, Charles Kelley and Dave Haywood, couldn't attend. But a rep for the band said, "They look forward to celebrating with both Hillary and Chris in the coming weeks."

Scott wore a dress designed by Vera Wang while the groom wore Ermenegildo Zegna. The twosome got engaged in July. "There is so much excitement at the beginning of a new relationship," Scott once told Billboard magazine about the song "Just a Kiss," which was inspired by her relationship with Tyrrell. "This song is about one of those times when your brain kicks in and tells your heart, 'Good things are worth waiting for.' "

In Redbook magazine, Scott said she fell for Tyrrell when she met him back in college. "We went to different schools in Tennessee and met through mutual friends," she recalled. "I thought off the bat that he was really attractive, and I could tell that he was kind. Kindness just oozes out of him. I wanted to date him when I met him! And he just wanted to play basketball."

Ron Paul Wins GOP Straw Poll in Delegate-Rich Idaho

2012 Republican Presidential candidate Ron Paul easily beat his competitors in the Idaho state Republican Party?s first-ever public presidential straw poll. Paul earned 173 of the 399 votes cast statewide, followed by Mitt Romney, Newt Gingrich, Rick Santorum, and Jon Huntsman who earned 135, 47, 40, and 4 votes, respectively.

The straw poll was held at the Riverside Hotel, located in Boise. The Idaho Republican State Central Committee recently moved its voting contest to March 6th?Super Tuesday?and will nominate candidates using a county by county caucus system. Idaho has 32 delegates at the 2012 Republican National Convention, more than Iowa, New Hampshire, and Nevada.

?Ron Paul has a tremendous support base in the oft-overlooked but important state of Idaho. This straw poll win is a positive early indicator that as we focus even more on Pacific Northwest contests, Idaho will stand out as one of the states where Ron Paul has a competitive edge over his establishment competitors,? said Ron Paul 2012 National Campaign Chairman Jesse Benton.

Messi's rise with Barcelona started on a napkin

BARCELONA, Spain (AP) -Lionel Messi's remarkable career with Barcelona began on a napkin.

It happened more than a decade ago, when the 13-year-old Messi, then just a scrawny little kid with plenty of talent, was hoping to earn a contract with Barcelona.

"It's a napkin that myself and many colleagues believe has changed the history of Barcelona," Horacio Gaggioli, who helped broker the deal, told The Associated Press. "If it didn't exist, Leo would have played for another team."

In September 2000, Messi had his first tryout with Barcelona. Undersized but dazzling as always with a football at his feet, the Argentine teen impressed Barcelona club official Carles Rexach.

So when the time came a few months later to make a firm decision, the club's technical secretary and past and future coach scribbled out an informal contract on the closest piece of paper he could find at Barcelona's Pompeia Tennis Club. In it, Rexach reiterates Barcelona's desire to meet the demands of Messi's father, Jorge.

The small napkin reads: "In Barcelona, on the 14th of December of 2000 and in the presence of Josep Minguella and Horacio (Gaggioli), Carles Rexach, F.C.B technical secretary, it commits under his responsibility and despite some views against it to sign the player Lionel Messi, as long as we stick to the amounts agreed upon."

Messi's exploits since turning pro have been amazing.

Still only 24, Messi is on the verge of winning football's top individual prize, the Ballon d'Or, for the third consecutive time. He scored 53 goals last season and has 31 so far this seasons, leaving him only 25 goals short of Cesar Rodriguez's club record.

Nicknamed "The Flea," Messi has also won three Champions League titles, five Spanish leagues, a pair of Club World Cup and European Super Cups, five Spanish Super Cups and one Copa del Rey since his club debut in 2004 - leading to comparisons with Pele, Diego Maradona and Alfredo Di Stefano, the game's greatest players.

"They were different players and so was he. Players like him are very few, which is why we signed him so young - there was something different about him," Rexach said. "The family asked us for a paper to confirm the deal so they could be confident about his signing for Barcelona. I had nothing else to write on, so I used a napkin."

The process to bring Messi to Barcelona started even earlier, however.

Gaggioli had been asked by contacts from Messi's native Rosario to help broker a tryout with Barcelona because the family had decided to leave Newell's Old Boys for the football riches of Europe. Besides searching for a big European club, Jorge Messi was looking for a team that would also agree to pay for Messi's growth hormone treatment.

River Plate had the chance to sign Messi before Barcelona came into the picture, and Gaggioli said he will never forget the day he went to meet the Messis for the first time.

"I met them at the airport and when I saw Leo I thought, 'Where is this kid going to play?"' Gaggioli said. "He was so small and so skinny that the notion of him playing football seemed impossible."

Despite his slight appearance, Messi was mesmerizing on the field. He had been a standout player for Newell's youth teams - scoring handfuls of goals at a time - and wowed Rexach and youth team coach Quimet Rife in his single tryout against older boys.

Still, convincing incoming president Joan Gaspart to commit to signing a 13-year-old nobody when he needed to hire a coach and sign players for a league run was proving difficult. Especially considering Messi's weak physique, with the cost of treatment paramount to any deal after Newell's stopped funding it.

Not only would Barcelona have to pay the cost of Messi's growth hormone treatment, but signing him meant carrying the price of transporting his entire family to Barcelona, where the club would have to find his father work and cover the cost of his lodging.

"A new president doesn't usually have to worry about signing a player who will come good inside 10 years so much as think about signing one, or two or three, who can start playing in the league come September and help win the league," Minguella, who worked with Gaspart during his presidency, told the AP from his stately home in the western hills of Barcelona. "(Luis) Figo, who was the figure for Barca, had just left (to Real Madrid) and now here we appeared talking about a 13-year-old kid. It was a difficult time."

Barcelona, whose philosophy is based on Catalan values and institutions, had never signed such a young talent from abroad before. Those in-house worries were being felt by the Messis, who had returned to Argentina in October convinced a deal was done. But the documentation was not forthcoming.

"The directors couldn't understand why we are out there looking at a 13-year-old kid from Argentina," former Barcelona director general Joan Lacueva, who served under Gaspart's board for three years and worked behind the scenes to ensure Messi's signing, told the AP. "And after two return trips to Argentina and the poor treatment at the hands of the club, (Jorge) was getting anxious.

"But Rexach and Rife were clear about signing him, saying there was no other player in the world like him. There was no doubt, he was a pearl and you didn't need to know football to know that."

Lacueva held off a tense Jorge Messi and did not relent on Gaspart, who eventually caved into the demands of Rexach, whose long trajectory with the club has seen him serve as Johan Cruyff's assistant before taking over himself after the Dutchman's abrupt departure in 1996.

By December, Gaggioli made it clear the club better commit or risk losing the chance to sign Messi. And Rexach was quick to respond that December day at the tennis club.

"He looked all around, trying to find some scrap of something to write on, but there was nothing, so he pulled out one of the napkins," Minguella said.

Assured the deal had been done, Jorge Messi moved his family to the Mediterranean coast. Messi then officially signed with the club in March.

As for the napkin, that historic piece of wax paper remains in the hands of Gaggioli and Minguella. It has been laminated and placed in a safety deposit box inside one of the city's banks not in Barcelona's museum.

"(The museum) is the place it should be. But I've never received a phone call from the club about the napkin," said Gaggioli, who did not dismiss monetary compensation in exchange for the piece of club history. "I never earned a single euro from the club or from Messi. But I don't know if I would want a fee, they'd have to call first."
